NRC Commitment Due Date Extension

FPC to NRC letter, 3F0398-18, Reply to Notice of Violations, NRC Inspection Report No. 50-302/97-12, dated March 24,1998

Dear Sir:

The purpose of this letter is to provide notification that the due date for an NRC commitment is being extended. In the referenced letter, Florida Powir Corporation (FPC) made the following commitment:

Appropriate Quality Assurance Program documentation for the HPl [High Pressure Injection) pumps will be upgraded by August 31, 1998, to reflect the current mission time.

FPC has reviewed the original procurement specifications for the HPl pumps. Areas were identified where the original procurement specifications did not completely envelope or address current service conditions that would be imposed on the pumps during post-accident operation. FPC evaluated differences between the original and cuirent HPl pump post-accident operational requirements, including information contained in existing vendor documentation, and concluded that the HPi pumps are capable of long-term operation in the piggyback mode for the expected mission time.

To formalize the above conclusion, FPC advised the HPI pump vendor of the current post-accident operational requirements and requested that upgraded Quality Assurance Program documentation be provided. The documentation is to be based on the current mission tirne requirements and the most adverse post-accident operational conditions (e.g., debris in the I process fluid, pump maximum flowrate, mechanical seal temperature limits, and gear drive \

Also, the upgraded vendor documentation may require changes to FPC documents in order to be in full compliance. The original commitment due date did not account for difficulties encountered by the vendor or the necessity to make changes to FPC documents.

Based on discussions with the HPl pump vendor, a revised schedule for providing the upgraded Quality Assurance Program documentation to FPC is being developed. FPC will submit a revised due date for completion of the subject commitment by September 8, 1998.
