LIMITING CONDITION FOR OPERATION 3.7.11.3 The following low pressure CO systems 2

shall be OPERABLE.

a. Computer Room. .
b. Auxiliary Instrument Room.
c. Diesel Generator Rooms.
d. Fuel Oil Pump Rooms.
e. Diesel %da'Aldh Eleck;ud bd bi APPLICABILITY: Whenever equipment protected by the CO 2 systems is required.to be OPERABLE.

ACTION:

a. With one or more of the above required CO2 systems inoperable, within one hour establish a continuous fire watch with backup fire suppression equipment for those areas in which redundant systems or components could be damaged; for other areas, establish an hourly fire watch patrol. Restore the system to OPERABLE status within 14 days or, in lieu of any other report required by Specification 6.6.1, prepare and submit a Special Report to the Commission pursuant R40 to Specification 6.9.2 within the next 30 days outlining the action taken, the cause of the inoperability and the' plans and schedule for restoring the system to OPERABLE status,
b. The provisions of Specifications 3.0.3 and 3.0.4 are not applicable.

SURVEILLANCE REQUIREMENTS 4.7.11.3.1 Each of the above required CO2 systems shall be demonstrated OPERABLE at least once per 31 days by verifying that each valve (manual, power  ;

4.7.11.3.2 Each of the above required low pressure CO systems shall be demonstrated OPERABLE: 2

a. At least once per 7 days by verifying the CO storage tank level to 2

be greater than 50% and pressure to be greater than 270 psig, and -

b. At least once per 18 months by verifying: l
1. The system valves and associated ventilation dampers and fire l door release mechanisms actuate manually and automatically, upon receipt of a simulated actuation signal, and
2. Flow from each nozzle during a " Puff Test."

Justification for CO2 system requirements 4

Description of Chence This change will add the " Diesel Generator (D/G) System Electrical Board Rooms" to 1.C0 3.~1.11.3 as part of the low pressure CO2 systems required to be operable to ensure system operation.

Reason for Chance The Sequoyah Nuclear Plant (SQN) design criteria for the low-pressure C02 system requires automatic fire protection for the D/G electric board rooms. The electrical board rooms are safety-related areas containing equipment that is required to be operable for D/G system operation. Inclusion of these areas with those that have technical specification (TS) requirements for an automatic fire detection system will make the TSs consistent with the design criteria and the FSAR. '

Justification for Change i

SQN's fire protection system design is based on the results of a fire hazards analysis covering those areas where an unmitigated fire could affect a unit's ability to reach and maintain a safe shutdown. The analysis involved a detailed review of the plant design and an evaluation of the effects of postulated fires. The results of the analysis are provided in the SQN Fire Protection Program Reevaluation.

An automatic fire detection system is installed in various areas of the plant to give rapid notification of a fire to the main control room and to initiate automatic response where such a need exists. This capability is provided to the D/G electrical board rooms. In the event of a loss of offsite power, these boards are required to provide necessary power supply to miscellaneous equipment for D/G system operation. The addition of the electrical board rooms to the TSs will ensure proper surveillance testing of the low-pressure C02 system to provide immediate notification and fire protection mitigation.

SIGNIFICANT HAZARDS CONSIDERATIONS 1.

Is the probability of an occurrence or the consequences of an accident previously evaluated in the safety analysis report significantly increased?

No, the fire hazards analysis presented in the PSAR has not been changed.. Automatic CO2 system fire protection is already provided for the D/G electric board rooms and no new modification is required by the proposed change. The additional TS requirement will provide the proper authority to ensure an operable D/G system is not degraded by a fire hazard.

Is the possibility for an accident of a new or different type than evaluated previously in the safety analysis report created? ,

No, the capability for fire mitigation has not been changed. The proposed change will add the electric board rooms to the ILuiting conditions for operation for CO 2 systems and thus require the established surveillance testing. The possibility for a new or different type accident has not been created.

3. Is the margin of safety significantly reduced?

No, the margin requirements andof COsafety has not been reduced because testing 2 system operation will remain the same.
