This is generally okay, except for cne roint.

.As I gather you are denying one part'of the application. (f or valve IC-2 -- which I assume is the one valve that impacts the ability to shutdown mentioned in the 1st sentence of the Impact discussion). That's okay to mention in thE EA and theoproceed to the conclusion that there isn't a significaet impact.

BUT Since you are denying one part of the application you need something more than the usual boilerplate about alternatives.

The boilerpl ate yqu used says- the only alternative is to deny the application and this would not reduce the impacts or significantly enhance pl ant safety. But you are in f act denying a part of the application (in order to enhance safety?). So you need to add something here, cc:MKarman
