NPDES Permit No. NE 0001244 Noncompliance Report You were notified by telephone on January 5, 1986 of a discharge noncompliance of water above the daily maximum pH limitation at Cooper Nuclear Station's (CNS's) 004 discharge on January 3, 1986. The 004 discharge was back in compliance on January 4, 1986 with a 7.0 pH value. Enclosed is a noncompliance report submitted in accordance with requirements of the station's NPDES permit.

The noncompliance was due to the failure to terminate operation of a temporary acid pump at the inlet to the water treatment settling pond during an extended time period of low discharge of water to the pond. The acid pump was in use to control the pH of the water in the pond. The low discharge of water to the pond was the result of increased operation of the demineralizer train.

During the time period from December 16 - January 4 the station has experienced difficulty in maintaining the 004 discharge in compliance. Reasons for the noncompliances were attributable to (1) increased volume of water discharged to the water treatment settling pond due to putting CNS into service; (2) failure of the water from the water treatment area to mix with the water in the pond as a result of temperature stratification in the pond; and (3) failure to adjust the pH of the water from the water treatment area and the temporary acid feed pump at the water treatment pond inlet at the appropriate time due to the lag tisce within the pond and the variable flows. During this time period the station has attempted to control the pH of the water at the 004 discharge by adjusting the pH of the water from the water treatment area, adding acid at the water treatment pond, j SQ ~ 590 a s 870113036987010fg8 ADOCK 05000
