Dear Mr. Ringenberg:

Subject:

Nebraska Public Power District (NPPD)

Cooper Nuclear Station (CNS)

NPDES Permit No. NE 0001244 Noncompliance Report This letter confirms our telephone notifications to your department of temperature noncompliance occurring between July 26 and August 3, 1987 in the Cooper Nuclear Station's (CNS's) discharge canal (discharge 001). Attached is a tabulation of periods of noncompliance which exceeded the daily maximum temperature limitation of 103 F.

As I explained during my telephone discussion with you, the noncompliance were the result of unusually high river temperatures, together with continued hot weather conditions resulting in a high load demand for CNS. The noncompliance on July 26 occarred when a circulating water pump was removed ,

{

from service to backwash the condenser. A noncompliance has not occurred since August 4, 1987 as the result of changes in weather conditions which have resulted in the temperature of the Missouri River to return to a more normal range.

I appreciate your understanding of the situation, and will j keep your department informed of any subsequent excess l temperature excursion due to adversa weather and river j temperatures.
