NPDES Permit No. NE 0001244 Draining and Cleaning of Sludge Settling Pond This letter confirms the completion of the draining and cleaning of the sludge settling pond at CNS and discontinuing the temporary diversion of the clearwell overflow to the 002 discharge. Also, this letter provides results of the additional analyses, which were performed as directed by your department, and written notification, as directed by Dick Varner, of NPDES discharge violations at the 004 discharge during this time period.

Draining of the water treatment sludge pond was initiated on June 2, 1986, to facilitate the cleaning of the sludge settling pond. Flows to the sludge pond were restricted when and where possible and planks were removed from the pond overflow structure in intervals to reduce the discharge of lime. Due to the volume of water entering the pond (estimated flow of 100-300 gallons / minute), the water picked up lime as it flowed over the lime bed in the pond resulting in several violations in total suspended solids (Table 1). To reduce this flow, permission was obtained from your department to temporarily divert water from the clearwell overflow to the 002 headwall outfall. On June 7, this diversion was completed, and flow at the 004 discharge was reduced to 1-2 gallons / minute. During the remainder of the draining operation, which was completed on June 8, total suspended solids at the 004 outfall remained within NPDES discharge limitations, but pH values did not.

Lime removal from the sludge settling pond was initiated on June 9 and completed on June 23. During the lime removal operation, total suspended solids remained within NPDES permit limitations while pH values ranged slightly above and ulightly below the maximum permit limitation of 9.O.
