SUBJECT:

CASE STUDY REPORT - OPERATIONAL EXPERIENCE INVOLVING TURBINE OVERSPEED TRIPS This memorandum is our response to staff action Item 8(f) enclosed with the August 5,1985 ED0 memorandum: " Staff Actions Resulting from the Investigation of the June 9, 1985 Davis-Besse Event (NUREG-1154)." This action item requested that AE00 conduct a review of past operating experience and determine the causes for overspeed turbine trips of the AFW pump turbines.

We have completed the study requested by this action item. A total of 128 events involving overspeed trips of steam turbines in PWR and BWR plants during the period from January 1972 to September 1985 were identified and evaluated in the study. The principal causes for the reported turbine overspeed trips have been identified by.our review and assessment of these events.

The. enclosed final: report documents our findings, conclusions, and recommendations resulting from the study. This report reflects comments received as a result of the peer review process. By separate memorandum, the enclosed AE0D report and recommendations have been forwarded to NRR and IE for appropriate action.
