DAVIS BESSE RESTART ACTION PLAN The NRC Restart Panel for the Davis Besse Station is using NRC Inspection Manual Chapter (MC) 0350, " Staff Guidelines for Restart Approval," for oversight activities for the Davis Besse Station. The Davis Besse Restart Panel has initiated the implementation of the MC and, as a result, has developed the attached Restart Action Plan and submits it for your review and approval. The Restart Action Plan status will be updated on an as-required basis.
Minor revisions will be made by the Panel, as appropriate, without seeking additional formal approval from you.

The Restart Action Plan consists of three sections. The first section," General," provides the j
purpose of the Plan and background information. The second section," Case-Specific Checklist-Part I, NRC Restart Review Process," includes the MC 0350 checklist of items to consider during the overall review process for coordination of the NRC authorization for restart of Davis Besse.
The third section, " Case-Specific Checklist - Part II, Specific Restart Review issues," includes the MC 0350 checklist for assessment of the issues that the Panel considers integral to the shutdown and which require NRC assessment prior to restart.
Your concurrence is considered approval for implementation and distribution.

NRC INSPECTION MANUAL 0350 RESTART PLAN FOR DAVIS BESSE LOSS OF OFFSITE POWER DUE TO TORNADO ON JUNE 24,1998 General On June 24,1998, the Davis Besse Nuclear Plant suffered damage from a tornado that caused a loss of offsite power. The emergency diesel generators started and provided power to vital ereas i
of the plant. An NRC Specialinspection Team was dispatched to the site. High temperatures i
and a shortage of electrical power to the Midwest created an urgent need for restoration from the damage to the plant and retum to power production, but without compromise of safety. To ensure that the inspection activities are properly coordinated and that all aspects of this event are clearly understood and communicated to appropriate organizations, a review of the criteria l
contained in MC 0350, Appendix A," Generic Restart Checklist,"was conducted. In evaluating l
the criteria contained in MC 0350 for this event, many of the tasks specified in the Manual j
Chapter were in progress or completed. For example, the initial notification of the relevant facts
)
to NRC management, federal agencies, and state and local organizations was completed. Two j
NRC preliminary notifications and two status summaries were issued. However, some criteria from MC 0350, Appendix A, were considered to not be applicable for plant restart of Davis Besse. The following modified considerations are to be used in authorizing restart of the plant.
