SUBJECT:
DAVIS BESSE ENGINEERING INSPECTION DRP-07 The licensee's independent Safety Engineering Group (ISEG) recently performed a safety system outage modification inspection (SSOMI) on a modification involving the auxiliary feed water system.
This inspection revealed several instances of inadequate engineering review including one which resulted in the licensee not meeting the single failure criteria. The licensee stated during the May 31, 1988, management meeting that all of the review discrepancies other than the single failure discrepancy had been identified by it during the design process. The ISEG report dated May 16, 1988, was an interim report and the final report should be issued by July 1, 1988.
In addition, the resident inspectors have noted several other instances of inadequate engineering review.
Licensee comments made during the May 31, 1988, meeting did not resolve all of the NRC concerns.
