The Commission, with all Commissioners agreeing, has approved authorizing the staff to issue a full power operating license to Public Service Electric and Gas Company for the operation of the Hope Creek generating station, subject to the final approval by the NRC staff of items to be completed by the licensee.

(Subsequently, on July 25, 1986 the NRC staff issued the full power license.)

Commissioner Asselstine noted that the SER required the applicant to inspect the inner and outer body surfaces of the feedwater check valves at the first refueling outage and at each time the valves were disassembled for maintenance. This latter requirement was apparently deleted in Supplement No. 2.

Commissioner Asselstine with Chairman Zech agreeing requested the staff to detail the reasons for the deletion.

The Commission urged the applicant and the staff to be mindful of the uniqueness of the solid state logic modules and continue to ass _ess their reliability.
