OF INTERVIEWS WITH TEAM MEMBERS OF LITTLE HARBOR CONSULTANTS, INC. (TAC N0s. M97259, M97260, and M97261)

Backaround The NRC's Order to Northeast Nuclear Energy Company (NNECO) dated October 24, 1996, required NNECO to submit a proposed, third-party organization to oversee the implementation of a comprehensive plan for reviewing and dispositioning safety issues raised by NNEC0 employees. The Order requires NRC approval of the proposed organization.

NNECO, in submittals of December 23, 1996, January 14 and February 4, 1997, and the discussions at the meeting of February 5, 1997, proposed Little Harbor Consultants, Inc. (LHC), as the indeper. dent third-party oversight program (ITPOP) organization overseeing the implementation of the employee safety concerns program (ESCP) at Millstone.

On March 4, 1997, Phillip McKee, Deputy Director of Licensing, Special Projects Office, and Helen Pastis, Chief of Millstone ESCP Oversight, interviewed by telephone the 12 members of the proposed ITPOP team of LHC.

In its April 7,1997, approval of LHC as the ITPOP organization, the NRC stated that after receiving LHC's proposed oversight plan, the NRC will conduct additional resume reviews, and possibly interviews, to confirm that individuals are appropriately assigned tasks in their areas of expertise.

The NRC staff plans to interview Donald R. Ferguson before approving LHC's oversight plan.
