SUBJECT:

MEETING BETWEEN LIPA AND NRC REGARDING SHOREHAM DECOMMISSIONING PROJECT STATUS, OCTOBER 22 AND 23, 1992 On October 22 and 23,1992, NRC staff met with representatives of the Long Island Power Authority (LIPA) to discuss the status of the Shoreham Nuclear Power Station decommissioning project. A list of attendees is attached. On October 22, 1992 LIPA presented the general overview of project status and conducted a site tour. On October 23, 1992, the meeting focused primarily on LIPA's proposed termination survey plan.

Several topics were covered during the project overview including:

1. decommissioning organization and overview,
2. decommissioning status,
3. radioactive waste stream overview,
4. personnel radiation exposure overview,
5. termination survey schedule,
6. NRC licensing interface, and
7. Quality assurance overview.

To date, all of the internals of the reactor vessel have been removed. A dry cutting station has been constructed in the former separator storage pool. The 090074 w

The dryer will also be cut in the dry cutting station. The current LIPA schedule calls for the completion of the final sur vey in April 1994, the submittal of the final survey report NRC in June 1994. and the termination of the license in July 1994. NRC discussed the proposed schedule with LIPA, pointing out that it is unlikely that the license could be terminated one month af ter the final survey report was submitted to NRC.

NRC and LIPA agreed to develop together a realistic schedule that minimizes delays.

The "Shoreham Decommissioning Project Termination Survey Plan, Revision 0," was approved by the LIPA review committee on October 20, 1992. A det ailed overview of the plan was presented to NRC staff. The plan essentially follows the guidance in Draf t NUREG/CR-5849, " Manual for Conducting Radiological Surveys in Support of L icense t ermination". NRC recieved a copy of the plan at the meeting.

On Noverber 24, 1992, I called Gary Gisonda, LIPA Supervisor of Nuclear Licensing to inform him that the plan would be submitted to the docket and to ask him if the plan contained any proprietary information. He responded that the plan contained no proprietory information. Therfore, I will submit the plan to the Docket in its entirety.
