EN 92-088 OFFICE OF TdFORCEMENT ANOTIFICATION OF SIGNIFICANT ENFORCEMENT ACTION Licensee: Philadelphia Electric Company (EA 92-179)

(Limerick Unit 1)-

' Docket No. 50-352 Subiect: PROPOSED IMPOSITION OF CIVIL PENALTY - $62,500 This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $62,500 will be issued on or about November 25, 1992 to Philadelphia Electric Company, (Limerick' Unit 1). This is action is based on an event at Limerick involving unplanned radiation exposure to plant-personnel working in the Unit 1 drywell during low power operation. This occurred as a result of the presence of a previously unidentified, intense beam of radiation in a-portion of the work area. Because there was a substantial potential for exposure in excess of Part 20 limits, the violations associated with this event were categorized in the aggregate at Severity Level III. The base civil penalty was escalated because the licensee's follow-up actions were not aggressive in establishing the root causes and all of the necessary follow up actions, and because similar circumstances led ty an unplanned personnel intake in an enforcement action issued earlier this year.

It should be noted that the licensee has not been specifically informed of the enforcement action. The schedule of issuance and notification is:
