Dear Mr. Michaels:

l This letter is in response to your request for additional information in ,

consideration of our telephone conversation of Dec. 5th. For completeness, the  !

License and Technical Specification amendments requested in Cornell University's latest request (Ref.1), and the additional information being supplied in response to the NRC staff review, have been combined and are enclosed as an attachment to this letter.

The attachment includes: a) an amended license condition B.2 deleting the i 16.0 gram plutonium-beryllium startup source (being transferred to the C.U. TRIGA Reactor license (R-80, Docket 50-157) in a separate amendment request), b) an amended license condition C.1 reflecting the possession-only status of the license, c) an amended technical specification requirement 3.6, " Measuring and Safety Channels", d) an amended technical specification surveillance requirement 4.3, j

" Reactor Safety System and Radiation Monitors", and e) a deleted technical

( j specification surveillance requirement 4.5, "Startup Source". The amended Sections 3.6 & 4.3 reflect the requirements of 10 CFR 70.24 in monitoring the criticality of the p ZPR fuel while in storage. The existing radiation monitor in the ZPR cell meets the k requirements of Part 70.24 to function as a criticality monitor.
