SUPPLEMENTAL SAFETY EVALUATION REPORT INPUT HOPE CREEK GENERATING STATION POWER ASCENSION TEST PROGRAM ACCELERATION-GROUP 2

REFERENCE:

Memorandum from W. R. Butler, Chief, LB No. 2, DL, to B. Clayton, Acting Chief, PSRB, DHFS, dated September 27, 1985 Enclosed is our Supplemental Safety Evaluation Report input for the second in a seties of proposed power ascension test program modifications for the Hope Creek Generating Station. These modifications have been submitted by the applicant with the intent to accelerate their power ascension test program. In addition, the Hope Creek Generating Station accelerated power ascension test program is to serve as the lead plant for generic application of these program changes for other BWRs which may be able to accelerate their power ascension test programs.

The staff found four of the five proposed changes in this group acceptable.

The elimination of testing at test condition 4 was found unacceptable because the staff interpreted test condition 4 to represent " extremes of possible operating modes" as discussed in Regulatory Guide 1.68, Revision 2, and, therefore, testing at TC4 should be retained.

No SALP evaluation input is included at this time. Since these changes are being evaluated in groups, the SALP evaluation input will be included with the final SER input.

The review was performed with the assistance of Battelle Pacific Northwest Laboratories, RSB (G. Thomas) and consultation with the Region I test program personnel.
