January ll, 1988 ES-024-87L Trojan GOV REL 9C Oregon Department of Environmental Quality Northwest Region Executive Building ,

811 SW Sixth Ave Portland OR 97204 Gentlemen:

Enclosed is the NPDES report for the Trojan Nuclear Plant for December 1987. Also enclosed are data required to be submitted in addition to that on standard NPDES forms.

The plant was shutdown for most of the month with an unscheduled outage from December 6 through Dece9ber 24.

The sewage treatment plant effluent maximum daily limit of 6.3 pounds BOD was exceeded on December 9 with a discharge of 9.0 pounds. This was due to high influent flow rates from inleakage during heavy rainfall periods that occurred in early December.

The reported flow for that day was 50,000 gallone which is twice the plant design flow of 25,000 gallons per day. Inspection and repair of sewage lines to reduce inleakage is scheduled for 1988.

The BTU monitor for the main plant outfall has been out of service since May 11, 1987. Work continues on the development of a replacement instrument. In the interim, manual calculations are being performed hourly to verify BTU output.

The chlorine monitor for the main plant outfall was out of service from 1640 hours0.019 days
0.456 hours
0.00271 weeks
6.2402e-4 months
on December 1 to 1355 hours0.0157 days
0.376 hours
0.00224 weeks
5.155775e-4 months
on December 2 to repair a reagent pump, from 0230 to 1120 hours0.013 days
0.311 hours
0.00185 weeks
4.2616e-4 months
on December 8 for recalibration and from 0530 hours0.00613 days
0.147 hours
8.763227e-4 weeks
2.01665e-4 months
on December 15 to 2110 hours0.0244 days
0.586 hours
0.00349 weeks
8.02855e-4 months
on December 16 to repair the sample pump. All requited grab samples or manual data acquisitions were performed to verify NPDES compliance.
