Dear Sir:

Trojan Nuclear Plant Report of Violation of NPDES Permit In accordance with Facility Operating License NPF-1 for the Trojan Nuclear Plant, the Environmental Protection Plan (Non Radiological) Technical Specifications, Section 3.2, enclosed is ; copy of the monthly report submitted to the Oregon Department of Environmental Quality (DEQ) in which a violation of the National Pol!ulun and Discharge Effluent Systems (NPDES) Permit is reported. As .

discussed in the enclosed letter, the pH lower limit of 6.0 at the Discharge and Dilution Structtue (D&DS-Outfall 001) was exceeded for approximately ten minutes (from 12:18 pm to 12:28 pm) on Saturday, September 6,1997. The pH decreased to 5.6 by meter and 5.3 by grab sample due to workers rinsing sodium bisulSte barrels into the Outfall. Because notification of another government agency (Oregon DEQ).was made, a four-hour report was made on September 6,1997, in accordance -

iwith 10 CFR 50.72(b)(2)(vi).

In order to prevent recurrence, a procedme has been wrinen which recpires the barrule to be transported to the Trojan Turbine Bulkhng, where they will be rinsed isto it= noor drain syneem.
