i TROJAN NUCLEAR PLANT OPERATIONAL ECOLOGICAL MONITORING PROGRAM ANNUAL REPORT FOR 1998 This report describes the ecological monitoring program for the Trojan Nuclear Plant for the period from January through December 1998. It contains the necessary reporting information to meet the Tecimical Specification requirements for non-radiological monitoring (Facility Operating License, NPF-1, Appendix B, Section 5.4.1," Routine Reports"). The current scope of the monitoring program reflects the non-operational status of the plant under the Possession Only License.

Operating License NPF-1, Appendix B, Environmental Protection Plan Requirement:

l 1998 Report:

J One Environmental Protection Plan (EPP) non-compliance was observed during 1998:

1 An environmental evaluation was not performed prior to digging test pits for sampling purposes. One of the areas, the barge fill area, is an area of archeological interest. The test pits were refilled with the exce e d material.

Corrective actions, documented ir urrective Action Request (CAR) 98 012, are as follows:

1. An environmental evaluation of the test pits dug at the barge fill area was completed.

It was determined that the incident did not involve a significant unreviewed environmental issue and was not reportable as a nonroutine event, in accordance with i

EPP, Section 5.4.2.

2. Determination was made that an environmental evaluation was not required for the excavations done at Trojan's South gate.
3. Signs were posted at the archeological area stating that no construction or excavation l

activities are allowed without approval of PGE Environmental Services Department.

4. Administrative controls were added to ensure there are no ongoing construction i

activities in the area of concern.
