. TROJAN NUCLEAR PLANT ENVIRONMENTAL ASSESSMENT AND FINDING OF NO SIGNIFICANT IMPACT l

The U.S. Nuclear Regulatory Commissio'n'(the. Commission) is corisidering issuance of an arendment to Facility Operating License NO. NPF-1 issued to Portland General Electric Company, et al., (the Itcensee), for operation of Trojan Nuclear Plant, located in Columbia County, Oregon.

ENVIRONMENTAL ASSESSMENT Identification of Proposed Action:

The proposed amendment is a request to condition the Trojan Technical Specification for use of a new fuel design not previously used in the Trojan reactor.

The proposed action is in accordance with the licensee's application for amendment dated November 20, 1987, supplemented by letters dated May 27, 1988 and August 12, 1988.

The Need for the Proposed Action:

Th'e proposed amendment is needed to allow the use of a new upgraded fuel design not previously used in the Trojan reactor. The fuel design, Westinghouse Vantage 5, has reconstitutable assembly top nozzles and axial fuel blankets, features designed to improve fuel operating econosy.

Environmental Impacts.cf the Proposed Action: ~

Operation with the new fuel design is within the range of impacts evaluated in the Final Environmental Statement related to operation of Trojan dated August 1973. The proposed action would not involve a significant change in the probability or consequences of any accident previously evaluated, nor does it involve a new or different Lind of accident. Consequently, any radiological releases resulting from an accident would not be significantly greater than previously' determined. The proposed amendment does not otherwise affect routine radiological plant effluents. Therefore, the Commission concludes that 4

there are no significant radiological environmental impacts associated with the proposed amendment.

The Coenission also concludes that the proposed action will not result in a significant increase in individual or cumulative occupa-  !

tional radiation exposure.

With regard to nonradiological impacts, the proposed amendment does not affect nonradiological plant effluents and has no other environmental impact. 1 Therefore, the Commission concludes that there are no significant nonradio-i logical environmental impacts associated with the proposed amendment.

The Notice of Consideration of Issuance of Amendment and Opportunity for Hearing in connection with this action was published in the Federal Register on Februarf 24,1988(53FR5495). No request for hearing or petition for leave to intervene was filed following this notice.

l Alternatives to the Proposed Action:

Because the Commission has concluded that there are no significant environmental impacts associated with the proposed action, there is no need to examine alternatives to the proposed action.

FINDING OF NO.SIGNIFICANT IMPACT The Commission has determined not to prepare an environmental impact statement for the proposed amendment.

Based upon the foregoing environmental assessment, the Commission concludes the proposed action will have no significant adverse effect on the quality of l

the human environment.
