Main Steam Isolation Valve Leakaae Reauirement i l

Boston Edison Company (BECo) proposes the attached change to Pilgrim Nuclear Power Station i Technical Specification section 4.7.A.2.a.4. This proposed change revises the allowable leak rate for  ;

the main steam isolation valves (MSIVs) from the current 11.5 standard cubic feet per hour (scfh) for l each valve, to a maximum combined main steam line leak rate of 46 scfh. '

This change is proposed as a Cost Beneficial Licensing Action (CBLA). Revising the method of i calculating leakage performance will result in a reduction in MSIV repairs and refurbishment costs, reduce dose exposures to maintenance personnel, reduce outage durations, and extend the effectin service life of the MSIVs.

To maximize the benefit we request approval of this change to coincide with the next scheduled testing of the MSIVs currently planned during our upcoming refueling outage commencing April 1, 1995.

Attachment A provides the change details. The revised technical specification page is provided in Attachment B. Attachment C provides the existing page marked-up to show the proposed change.
