Electrical lystem Technical Soecificationt Boston Edison Company proposes the attached change to the Pilgrim Nuclear Power Station Technical Specifications. These changes revise Section 3/4.9, Auxiliary Electrical System, to incorporate a surveillance for-the inverters associated with-the High Pressure Coolant Injection (HPCI) and Reactor Core Isolation Cooling-(RCIC) Systems. It addresses an October 17, 1991, BECo verbal commitment to the NRC.

Several minor editorial changes are also included in this submittal to improve

-the clarity of Technical Specifications.

The requested changes are described in Attachment.A and the revised Technical t Specification pages are in Attachment B. Attachment C provides existing pages '

marked-up to show the proposed changes.

Several editorial changes are included to ih@ rove the clarity of Technical Specifications.

Reason for Chanag-Boston Edison Company (DECO) proposes this change to address our verbal commitment of October 17, 1991, to perform a periodic surveillance of the inverters in the control systems of the Reactor Core Isolation cooling (RCIC) and High Pressure Coolant Injection (HPCI) Systems.

No Sianificant Hazards Consideration and S3Btiv Evaluation The Commission has provided standards for determining whether a significant hazards consideration exists [10CFR50.92(c)]. A proposed amendment to an operating license for a fdcility involves no significant hazards consideration if operation of the facility in accordance with the proposed amendment would not: (1) involve a significant increase in the probability or consequences of an accident previously evaluated, or (2) create the possibility of a new or different kind of accident from cny accident previously evaluated, or (3) involve a s y nificant reduction in a margin of safety.

BECo has determined the proposed change does not involve a significant hazards consideration based on the following analysis:

1) The proposed r.hange does not involve a significant increase in the probability or consequences of an' accident previously evaluated, The proposed change adds a surveillance to Technical Specifications concerning the electrical inverters associated with the HPCI and RCIC systems. These inverters provide power to the flow control mechanisms of these systems.

Loss of the RCIC inverter results in a minimum flow condition. Loss of the HPCI inverter results in HPCI going to zero flow. The inverters have an automatic reset. After the inverters reset, RCIC flow returns to normal and HPCI restarts. The operation of PNPS in accordance with the proposed surveillance will not alter the function or configuration of the subject inverters or the HPCI and RCIC Systems. The surveillance will be performed during the verification of operability of the auxiliary electrical system and will not be performed during power operation.

Hence, this new surveillance will be performed when the HPCI and RCIC systems are not required and it will not involve an increase in the probability or consequences of an accident previously evaluated.

2) 1he proposed change does not create the possibility of a new or different kind of accident from any accident previously evaluated. The proposed change does not change the configuration or function of PNPS and involves surveillance activities to be performed wnen the associated systems are not required. Therefore, operating PNPS in accordance with the proposed change does not create the possibility of a new or different kind of accident from any accident previously evaluated. l 1
3) The proposed change does not involve a significant reduction in a margin of safety. The proposed change adds a surveillance intended to ensure the operability of existing equipment (i.e., the inverters associated with the HPCI and RCIC Systems). The proposed change does not modify the configuration, function, or setpoint of the inverters or the associated systems. Hence, operating PNPS in accordance with the prnposed change does not involve a significant reduction in a margin of safety.

This change was reviewed and its approval recommended by BECo's Operations Review Committee., it was also reviewed by the Nuclear Safety Review and Audit Committee. j
