Dear Mr. Clark:
By the above Reference (1), Rochester Gas & Electric (RG&E) requested an amendment to the Ginna Station facility operating license in regards to the requirement for a candidate for the operations manager position to hold a senior reactor operators (SRO) license at the time of appointment, as described in ANSI Standard N18.1-1971. On May 7, 2002, RG&E and NRC personnel held a telephone conference, Reference (2), to discuss whether the amendment request was necessary. It was stated by the NRC staff that this issue was addressed as part of the conversion of the Ginna Station technical specifications to the Improved Technical Specifications (ITS), Reference (3). Specifically, the addition of a requirement for the operations manager or operations middle manager to hold a SRO license (ITS Section 5.2.2.e) was written to allow flexibility for the middle manager (i.e., operations supervisor) to provide direction to, or oo 1W-i 0I
supervise, licensed operators if the operations manager does not have a SRO license. RG&E acknowledges that the utilization of this flexibility also requires that the middle manager must meet the operations manager requirements of ITS Section 5.3.1, "Plant Staff Qualifications."
Therefore, RG&E hereby withdraws the request for a license amendment for Ginna Station transmitted to the NRC in the letter dated March 18, 2002, Reference (1).
