DAVIS-BESSE NUCLEAR POWER STATION - DOCUMENTATION OF ELECTRONIC MESSAGE FOR THIRD 10-YEAR INSERVICE INSPECTION PROGRAM (TAC NO. MB1607)
TAC No. MB1607 tracks FirstEnergys submittal of September 19, 2000, for the third 10-year inservice inspection program for the Davis-Besse Nuclear Power Station. This submittal contained 32 separate relief requests from the American Society of Mechanical Engineers (ASME) Code.
Relief request (RR)-A3 sought relief, pursuant to 10 CFR 50.55a(a)(3)(ii), from the Code requirements to remove insulation from pressure retaining bolted connections when conducting the pressure tests and VT-2 visual examinations for ASME Class 1 and 2 systems. During staff review of RR-A3, the attached electronic correspondence (i.e., email) was provided by FirstEnergy on February 14, 2002, to clarify how the VT-2 examinations would be performed.
This information contributed to the staff approval of RR-A3.
The purpose of this memorandum is to place a copy of the attached electronic correspondence from FirstEnergy Nuclear Operating Company to the Nuclear Regulatory Commission in the public document room.

Doug-This is in regards to your e-mail to me earlier today to see if I had retained a copy of the 2/15/02 email to the NRC staff regarding a clarification to a question asked by Tom McLellan on RR-A3. Below is a 2/
14/02 e-mail that is probably the one referred to and was probably forwarded by Stephen on 2/15/02 to Tom McLellan, hence the date discrepancy. Toms question is at the bottom of this e-mail and to ensure this is the response the draft SE is referring to I would suggest this e-mail be run past him again. For Class 1 bolted connections, the system has been pressurized for the entire operating cycle. For Class 2 bolted connections, the system will be either maintained at nominal operating pressure for 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> or the insulation will be removed for the VT-2 examination of the bolted connection.

Stephen-Does Tom mean Relief Request "RR-A3" and not "RR-A7"? Relief Requests RR-A3, RR-A10, and RR-A16 are the top 3 we are asking Tom to issue separately ASAP. RR-A3 refers to Code Case N-616 and VT-2 examination, and RR-A7 does not.

- Dale, I have an additional question(s) from Tom McLellan on the 3 relief requests he is breaking out of the ISI Program submittal, TAC # MB1607. I hope we can get his questions answered as soon as possible so I still have time to put the relief request together.
- Thanks, Stephen From T. McLellan I need the licensee to clarify the visual exams during the unpressurize condition. The write up in the contractors technical report for the second interval for RR-A7 was very sparse. In other SEs for the use of Code Case N-616 (ANO/TVA SEs ) the reviewers talk about a 4 hr hold time prior to the licensee performing the VT-2 examinations. At DBNPS they propose to perform the VT-2 examinations when the system is unpressurize.
I need the licensee to clarify that the insulated systems were at pressure/temperature for least 4 hrs prior to the VT 2 inspections and the system being unpressurized.
