Calvert Cliffs Nuclear Power Plant Unit Nos. I & 2; Docket Nos. 50-317 & 50-318 Amended Supplemental Response to the April 29, 2003 Orders to Calvert Cliffs Nuclear Power Plant, Inc. Re: Design Basis Threat Order EA-03-086 The Nuclear Regulatory Commission ("NRC") issued an Order dated April 29, 2003, requiring compliance with Revised Design Basis Threat ("Order EA-03-086" or "Order") and other security related Orders (collectively "Orders") for the Calvert Cliffs Nuclear Power Plant ("CCNPP"), Units 1 and 2. By letter dated April 29, 2004 (Reference a) Calvert Cliffs Nuclear Power Plant, Inc. ("CCNPPI"), submitted its Supplemental Response to Order EA-03-086. Our Supplemental Response (Reference a) included, as Attachment A, revisions to the CCNPP Physical Security Plan, Safeguards Contingency Plan, and the Training and Qualification Plan ("Plans") as required by Order EA-03-086.

Subsequent to the submittal of our Supplemental Response, we received several Requests for Additional Information (RAls) from the NRC (References b, c, d, and e). We responded to those RAls (References f, g, h, and i, respectively) within the time frames specified.

We are submitting this Amendment to our Supplemental Response pursuant to 10 CFR 50.4 to facilitate the NRCs review of our revised plans. Our Supplemental Response is amended via the Enclosure to this letter only. The Enclosure to this letter incorporates our RAI responses (References f, g, h, and i). The Enclosure to this letter also incorporates the final disposition of the three open generic RAls which were previously submitted to the Security Frequently Asked Questions Panel, regarding Section 3 of the Physical Security Plan "Performance Evaluation Program," and two definitions in Appendix A to the Physical Security Plan "Glossary of Terms and Acronyms." Finally, the Enclosure to this letter also incorporates the Security Plan Template (NEI-03-12) changes which were issued subsequent to the end of our RAI response period. All other information provided in our Supplemental Response remains unchanged and is therefore unaffected by this Amendment.

This cover letter is not subject to protective requirements. The enclosure is subject to safeguards information protection according to 10 CFR 73.21. Upon separation from the enclosure, this cover letter is to be considered DECONTROLLED.
