4.1 Shif t Supervisor is responsible for: 4.1.1 Evaluating plant conditions and determining if an emergency condition exists as defined in EP-AD-2, Emergency Class Determinatfor.. 4.1.2 Directing and coordinating the initial response to the emergency to control and limit its effects. 4.1.3 Initiating required notifications per EP-AD-7, 8, 9 or 10 as to the nature and classification of the emergency. , 4.1.4 Performing any other immediate functions of the Emergency l Director (ED) until relieved by a designated Emergency Director. 4.1.5 Providing infonnation and. making recommendations to the Event ! 4.6.1 Directing and coordinating the emergency activities of maintenance and support personnel. 4.6.2 Procurement of emergency electrical and mechanical equipment needed for maintenance operations. 4.6.3 Implementing requests by the Emergency Director for changes or modifications to systems or compoaents required to stabilize plant conditions. - 4.6.4 Evaluating manpower, equipment, and material necessary to support the emergency organization. , 4.6.5 Reviewing all work requests and assigning proper priority levels to each. Planning and scheduling all work in a manner necessary to attain and maintain plant safety system reliability.

5.0 REQUIREt4ENTS 5.1 If for some reason,' in any emergency situation, any of the principal functional directors are unavailable, their duties will be assumed by _ an alternate, in the order of priority listed.in Table AD-1.1. 5.2 If the Shift Supervisor is incapacitated, Control Operator A will take charge of Control Room operations and the Shift Technical Adviser will assume the duties of the Emergency Director until relieved. l l

Projected dose rates can be 'obtained via KARL Program and - EP-RET-6. 2.2 Ensure proper protective actions are tak'en for the Environmental y Monitoring Team members prior to dispatch. 2.3 Utilize the Field Map with Plexiglass Cover in recording field results.

5.2 Dispatch Environmental Monitoring Teams, via the Environmental Monitoring Team Coordinator, to the projected plume pa,th as follows: l NOTE: As Fom EilV-3A.2 is initiated for Tracking EM Team Sampling, I record Dose Projections (ENV-3E) for the sample points on the l form. 5.2.1 One team to sample at a predetermined sample pcint, TABLE ENY-3A, near the projected centerline. 5.2.2 Another team to sample at a predetermined sample point, TABLE ENY-3A, near the projected edges. NOTE: If lake breeze ef fect exists as determined in EP-ENV-3C or 30, refer to step 6.0 for guidance in directing environmental monitoring teams. l 5.2.3 Record the locations on Fom ENV-3A.2, using Base Map sector i designate and predetermined sample location n2ber. Until this method is available. the following guidelines should be followed in order to determine the radiological effects of the lake breeze on the plume track. 6.3.1 The Team dispatched to sample at the projected plume edge should first sample the edge downwind of the centerline in relation to the prevailing wind. Connect the gray electrical cable to a 115 volt AC 60 Hz-power supply.

NOTE: For 12 volt battery operation, connect one end of the gray cable in the battery pack to the rear of the analyzer and the other end into either the battery pack or a vehicle's cigarette lighter. 4.5 Put stabilizer switch located on the rear of the analyzer to the ON , position.        '1.0 APPLICABILITY This procedure is a supplement to EP-SEC-2. This procedure defines additional responsibilities of the Security Force. This procedure is effective until March 1,1982, unless reissued or withdrawn prior to March 1,1982.              ,

2.0 PRECAUTIONS 2.1 Prior to manual activation of any siren, it is absolutely essential that it is understood which siren is to be started. - 1 2.2 Every reasonable means shall be used to start a siren within 15 minutes of the decision to do so (e.g., flashing lights). l - 't .0 REFERENCES 6 3.1 EP-SEC-2, Security Force Response to Emergencies. s . 4.0 SECURITY DIRECTOR / SHIFT CAPTAIN INSTRUCTIONS 4.1 Direction to start or stop a siren must come from the Emerg'ency Director. 4.2 Provide the key (s) for operation of the siren, starters to the Security Officer dispatched to open the E0F. In the event the sirens must be started, this officer (or other available EOF personnel) will proceed to the. siren and close the key operated switch. 4.3 The Security Officer shall report to the Shift Captain the time the , siren started. . i 4.4 The Shift Captain shall advise the Emergency Director of each reported siren start. 4.5 Once a siren is started, the Security Officer shall proceed with his/her assigned duties. The keys for operation are not be. be left with the siren.
