tradition of a rule of law'requires that the habit of grariting exemptions from established regulations should be exercised'as infrequently as. possible. ln addit:ion,,the 'then-applicable 10 CFR 50 standards appears si'gnificantly,weaker and less protective of public, health than the "10 'CFR 20 standards to whi'ch the applicant does not wish to submit.

Second, the Fund is concerned that the Company seems to ask the Commission to relingbish si:gnificant authority over t;he regulation o f the company '
