'ULES 8 DlR.88VICH US NRC February 10, 1999 Chief, Rules and Directives Branch Division of Administrative Services Office of Administration, USNRC Washington D.C. 20555-0001 I am writing in regards to Federal Register Notice, Jan 13, 1999, pp. 2237-2241, concerning Carolina Power and Light's request to store spent fuel rods &om all three of their nuclear power plants at two new waste pools at their Shearon Harris plant (bringing the total number of pools to four).

We do not believe that all the safety issues for this increased storage have been examined thoroughly enough, nor has the public had a chance to fully discuss the health and economic consequences should an accident occur at this storage site.

We are particularly concerned about

~ The proposal to use the existing cooling system before one can be built for the two new pools.

~ The fact that this cooling system is also the back-up for the reactor under certain circumstances.

~ The risk associated with storing the fuel rods more closely packed together in the new pools.

~ The dangers resulting from accidents during transport.

The Haw River Assembly is a citizen's group dedicated to the protection of ground and surface waters in the Haw River watershed, which includes the Shearon Harris site.

At this time we are adding our voice to the call for a public hearing on this project and that no further work be undertaken on it by CPdkL until after such a hearing is held.
