Beaver Valley Power Station, Unit Nos. 1 and 2 Docket No. 50-334, License No. DPR-66 Docket No. 50-412, License No. NPF-73 Commitment Change Related to Revised Peak Cladding Temperature Analysis By letter dated March 16, 2012 (Accession No. ML12079A111 ), in accordance with 10 CFR 50.46(a)(3)(ii), FirstEnergy Nuclear Operating Company (FENOC) established a regulatory commitment to submit to the Nuclear Regulatory Commission (NRC) for review and approval large break loss of coolant accident (LBLOCA) analyses that apply NRG-approved methods that include the effects of fuel pellet thermal conductivity degradation (TCD) on or before December 15, 2016.
The commitment due date was revised in a letter dated June 9, 2016 (Accession No. ML16162A205) and changed the specific calendar due date of December 15, 2016 to one based on NRC approval of the related evaluation methodologies that had been previously submitted to the NRC for review and approval. The revised due date was within one year after NRC approval of the fuel performance analysis and LBLOCA evaluation model methodologies .
In 2016, the NRC staff submitted the draft final rule for performance-based emergency core cooling system requirements and related fuel cladding acceptance criteria to the NRC Commissioners for approval in SECY-16-0033 (ML15238A933). To account for potential analysis methodology supplements that may be needed to comply with the forthcoming 10 CFR 50.46 rulemaking, FENOC is revising the commitment due date to submit the analyses to the NRC for review and approval within 36 months of the effective date of the planned 10 CFR 50.46 rulemaking.
FENOC has determined that the revised analysis due date is commensurate with the safety significance of the issue based on the considerations described in a January 25, 2013 NRC evaluation of the error (ML12332A351 ). Furthermore, the Beaver Valley
Beaver Valley Power Station, Unit Nos. 1 and 2 L-18-214 Page 2 Power Station, Unit Nos. 1 and 2 current assessed values for the LBLOCA peak cladding temperature are 1840 degrees Fahrenheit (°F), and 1839°F, respectively, and well below the 2200°F criterion of 10 CFR 50.46.
There are no new regulatory commitments contained in this submittal. The due date of the regulatory commitment in the June 9, 2016 letter has been revised as shown in the attachment.
