1 June 4, 1979 The Martic Townshiu Board of Supervisors this evening expresses by .-

resolution its occosition to the granting of early site review for the urocosed Fulton Atomic Plant for the Philadeluhia Electric Company.

On December 29, 1979 Philadelphia Electric asked the Atomic Safety and Licensing Board of the Nuclear Regulatory Conmission to accept their application for early site review for the Fulton plant. As of this date,

"3 ledge. We ask that the NRC (Nuclear Regulatory Commission) re.iect the aunlication for good based on the following points: N

2. There would be created an excessive density of nucleur facilities within ten miles of this Township.
2. No operational ten mile plan is now in operation on the muni-cipal and county level for the area. The plan referred to is an evacua-tion / sheltering plan under Pa. Act 323, the Baergency Management Act of November, 1978.
3. Safety, licensing and operational regule,, ions are now under re -

view because of the unfortunate accident at the Three Mile Island fccility Changes will be made in all of these regulations in the future because of new data developed from this accident. Any new construction, or site review should incorporate these new standards, now in process. If Ful-ton is acc2pted now, under the so-called " grandfather clause" it might be possible for this plant to be studied under obsolete standarda.

We feel this could endanger the health, se r ety ,nd welfare cf our citi-zens, which is our resconsibility under Act 247 (Pa. Municipal Act).

For the above reasons, we ask the NRC to deny early site review for the Fulton plant.
