Dear Mr. Spackman:

Thank you for your letter of November 18, 1979, concerning the Philadelphia Electric Company's application for an early site review at Fulton Township. As you may know, the Commission's rules prohibit me from responding to the substance of your complaint because this matter is currently before a Commission hearing board.

I am, however, allowed to tell you the status of this matter.

The Commission's staff is in the process of reviewing Philadelphia Electric's application to determine whether it is in a form suitable for docketing for a hearing. I should add that as a consequence of the Three Mile Island accident the staff '

has been diverted from their routine concerns, with the result that items deemed to be nonurgent, such as Phila'delphia Electric's application, have in effect been put on hold.

An intervenor has, in the meantime, filed a motion to terminate the early site review. The hearing board found this motion to be premature since Philadelphia Electric's application was not yet before it.
