Dear Congressman Walker:

I am enclosing a copy of my response to Mr. Thomas Spackman, of Peach Bottom, Pennsylvania.

Regretably, the Commission's ex parte communication rule prevents me from giving Mr. Spackman a substantive answer.

I know that this response smacks of bureaucratic obfuscation, but I think the rule, even if narrowly interpreted, is applicable in this instance.

I might add that I have long disagreed with what I regard as an overly broad interpretation of this rule by the Commission.

Please let me knew if I can be of any further assistance i~n this matter.
