Dear Mr. Hendrie:

The Lancaster County Planning Commission had a lengthy discussion at its regular meeting on April 9, 1979 regarding the recent Three Mile Island accident, the pro-posed Fulton Nuclear Generating Station, and related matters.

As a result, the Planning Commission voted to make three requests of the Nuclear Regulatory Commission:

1. The Planning Commission requests of the Atomic Safety and Licensing Board of the Nuclear Regulatory Commission that Philadelphia Electric Company's request of December 29, 1978 to apply for Early Site Review for the proposed Fulton Nuclear Generating Station be denied and dis-approved at its next meeting. The Planning Commission bases this re-quest on its evaluation that construction of another. nuclear facility in this area at this time under current engineering and safety stand-ards is inapprcpriate, does not comply with the land use plan of Lancaster County, and creates an intolerable density of' nuclear facilities in this region.
2. The Planning Commission requests of the Nuclear Regulatory Commission that the Three Mile Island facility be shut down until the wastes are removed and all issues of safety, low-level ionizing radiation, waste, and storage of waste are resolved.
3. The Planning Commission's research indicates that there has been a series of accidents at the Peach Bottom facility; for example, files in the State Library in Harrisburg indicate that there were nine accidents from January 1976 through November 1977. The Planning Com-mission requests that the Nuclear Regulatory Commission provide the Planning Commission with comments on these accidents and their significance to Lancaster County; also, the rianning Commission asks that you explain what safety steps are being taken as a result of the Three Mile Island accident.
