Dear Mr. Clark:

In the fall of 1975 I notified you that work had been suspended on Philadelphia Electric Company's proposed Fulton Generating Station, which was then being designed as a High Temperature Gas Cooled Reactor (HTGR). By letter to me dated November 26, 1975 you requested that the Atomic Safety and Licensing 3 card panel in charge of the Fulton construc-tion permit application be kept informed of the status of the application by monthly report, until Philadelphia Electric Ccmpany implemented a final decision on the matter, By letter dated Februarf 28, 1978 I reported to you that Philadelphia Electric Company had determined to amend the Fulton construction permit application so as to obtain an Early Site Review and Partial Initial Decision thereon. On December 29, 1978 Philadelphia Electric Company filed its Early Site Review anendrient with the Commission, and on January 3, 1979 serted copies of that Amendment on the Atcmic Safety and Licensing Board and all parties. "' hat Amendment is currently undergoing review by the Regulatory Staff.

January 16, 1979 Page 2 HUNTox & WILLIAxs Since the Fulton construction permit applicatsad has now returned to the usual licensing path, we believe that the function of the interim =onthly status reports has been ful-filled and that further such letters would not serv e an independent useful purpose. Subject, therefore, to a con-trary indication from you, Philadelphia Electric Company will assume that the nor=al communications among the parties and the ASL3 in licensing proceedings provided for by the Commission's regulations will be sufficient and that =enchly report letters are no longer necessary.
