4. The Cleveland Municipal Electric system, being com-pletely isolated and physically surrounded by CEI has managed with increasing difficulty to maintain a competitive posicion for the benefit of its consumers. Cleveland has on numerous occasions, beginning with the allocation of power from he Niagara-Hydro Project in 1957 tried, unsuccessfully, to ob:ain a source of power other than its own generation and to make ar-rangements with another bulk power supplier :c coordina:e power supply so as to reduce reserve requirements of Cleveland anc
hereby minimize expense.
5. For many months Cleveland has sough: o nego;;ccc 2 per=anen interrie with CZI, but CEI has only engagec in delay ng
accics wherein it :or many monens encouragec v.eveland c he_ievc-l 1: would be willing to have so=e such arrangemen:. In addi:;cn

Cleveland the use of its transmission system for delivery of power from other systems as it has denied Cleveland a per a-nant interconnection for coordination of power supply between CEI and Cleveland.

6. Having failed to obtain the proper arrange =ent with CEI, Cleveland filed a complaint against CEI with the Federal Power Coumission May 13, 1971, now docketed as :he Ci:v cf Cleveland, Ohio v. Cleveland Electric Illuminatin2 Com0any, No. E-7631. This cc= plaint in eart requests an order of :he 7ederal ?cwer Co-wission directing a permanen interconne::Lon between Cleveland and CEI and requests 7?C to fix the carso and condicions of coordination of power supply ~aerween che sys: ens.

No hearing has yet been held in this matter by 72C.

7. CEI as a me=ber of the CA?CO pool, experiences significan: advantages as to reliability anc cos: of servica.

Cleveland by virtue of the fact that it is an isola ed syst.e is not able to obtain membership in the CA?CO pool, anc th u suffers economic disadv- a3e as a competing power supplier in the Cleveland area.

6. Cleveland in planning its futura power supply fcresees a neec of 200 Megawsts of ganeration by the :: e cae Cavio-les sa plan: Can be pu in CoC=dreial operation. If Cleveland 15 :o

by the Davis-Besse plant. It is, therefore, vitally incarasted i

i in the matter of allocation of power from Davis-Besse and it is willing and able to pay its proportionate share for cen-I struction, operation, maintenance and all other capital anc 1

operating costs should it obtain an allocation of power from Davis-Besse.

'EEREF0E Cleveland prays the Commission to grant inter-vent,.on and allow Cleve.and t to participate as a ru.. perty in in: crest herein. Cleveland further prays :he Comm;.sa cn c i
