Cleveland's request should not be interpreted as a concurrence with various characterizations in Cleveland's pleading, e.o., "that Applicants have essen-tially defaulted" on Cleveland's procedural issues. Cleve-

The Licensing-Board's. schedule specifically anticipatad parties other than theEApplicants might file cross-motions, and provided for their filing on-March 9. It also anticipated a subseauent answer by Applicants to the cross motions,- due on April 127. In short, Applicants' approachLhas been fully consistent'with the sequence of fil--

-ings specified by the Licensing Board. Furthermore, it) would be highly irregular, if not: bizarre if, as Cleveland appears to suggest was the case, Applicants had been regr ired to anticipate motions by their opporents and file a response thereto before ever seeing the motions. Applicants suspect.that the truth of'the matter is that through over-sight, Cleveland did not earlier request the opportunity t.o reply to answers to its cross-motion. This is not a griev-ous mistake, and Applicants have no objection to Cleveland's belated request.
