D. B. Blackmon, having been duly sworn, deposes and says:

I have reviewed the March 31, 1981 Motion to Reopen the Record and Remand for Further Proceedings filed by the Intervenors.

1 This document consists of one page of text and three maps. I have attached these maps to my affidavit and have captioned them respectively 1, 2 and 3.

Map 1 appears to be a copy of a recreational map which is ,

widely distributed for the recreational users of Lake Norman.

The map identifies recreational facilities, including access areas, camping areas, marinas and camp grounds through the use of circled Arabic letters. The map also indicates, by the use of a filled rectangle, the general location of a future power plant site without a ? ?tter designation that is shown near the intersection of Road 1100 and Road 1182. The map was originally drawn in the early 1960's by Duke Power Company at a scale of 1 inch 4 5,000 feet.

Map 2 appears to be a copy of Exhibit K-5-B of the Federal Power Commission (now Federal Energy Regulatory-Commission) 810.42206W-

i license for the Catawba-Wateree Project area. The map was originally submitted in May, 1957 and was drawn at a scale of 1 inch = 2,000 feet. The map indicates a circled letter E which is a proposed steam generating plant site.

Map 3 appears to be a copy of Exhibit K-5-A of the Federal Power Commission (now Federal Energy Regulatory Commission) license for the Catawba-Wateree Project area. The map was originally submitted in May, 195h and was drawn at a scale of 1 inch = 2,000 feet. The map indicates a circled letter E which is a proposed steam generating plant site.

The location of the pertinent plant site as shown on all three maps is indeed the same Lake Norman "E" plant site. It should be noted that the area of a typical power plant site would be a circle of approximately 5,000 feet in diameter. As indicated to the Staff and the Intervenors' representatives (David Springer, M. L. Byrd, Lawrence Pfefferkorn, Sr. and others) during their site visit, the site cannot be exactly pinpointed to a foot and the maps indicate thm general area where the site is now, where

l the site:was when visited, and where the site has been since i

the maps were drawn. While leading the site visit, I indicated to them the location of the plant site. Each of these maps indicates the location of the Site "E" consistent with Figure 10 co. ained in Applicant's Phase 1 Siting Study Summary Report which is a part of Staff Exhibit No. 10.

In conclusion, if the Intervenors' witnesses used the maps attached to the instant Motion to Reopen for purposes of a site

l visit, they would have visited the same Lake Norman Site E l as visited by Applicant, Staff and Intervenors' representatives.
