Dear Mr. Koyiyumptewa:

The U.S. Nuclear Regulatory Commission (NRC) received a license application from Holtec International (Holtec), by letter dated March 30, 2017, to construct and operate a consolidated interim storage facility (CISF) for spent nuclear fuel at a site in Lea County, New Mexico. Holtec requested a license from the NRC to store 500 canisters or up to 8,680 metric tons uranium in the CISF and proposes to eventually store up to 10,000 canisters in the CISF. The NRC staff accepted Holtecs application for detailed review on February 28, 2018. By letter dated April 2, 2018, the NRC initiated a National Historic Preservation Act (NHPA) Section 106 consultation concerning Holtecs proposed project. You or your representative indicated that your Tribe would like to participate as a consulting party under Section 106 of the NHPA.

On August 29, 2019, the NRC staff sent your Tribe the Cultural Resources and Communication and Survey Results report and a map of the proposed area of potential effect (APE). This report was submitted to the NRC as Appendix C in the applications Environmental Report. The NRC staff developed the APE based on information in the application.

The NRC staff invites you to participate in two upcoming activities associated with consultation on this project, a webinar and a site visit. The purpose of the webinar is to discuss the staffs review of the report and the proposed APE with consulting Tribes. The NRC staff will host a webinar on January 22, 2020 at 1:00pm MT (3:00pm ET) and requests that you or a representative of your Tribe attend.

The second activity the staff requests your Tribes participation is a visit to the proposed project site. The site visit will occur the week of February 3, 2020. The applicant has offered to reimburse travel, hotel and per diem for one tribal representative for the site visit.
