Dear Congressman Platts:
On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to your letter dated July 21, 2005, to the Director of the Office of Congressional Affairs. Your letter forwarded correspondence from a constituent requesting the results of the May 3, 2005, Three Mile Island (TMI) biennial exercise, documents related to emergency preparedness within the TMI emergency planning zone, and two publications by the Department of Homeland Securitys Federal Emergency Management Agency (FEMA).
We recently received a copy of the Final Exercise Evaluation Report for the TMI exercise which was issued on August 4, 2005. I have attached a copy of this report to you and Mr. Christian as requested. The NRC does not have the remaining items that your constituent requested. The NRC has discussed your request with FEMA and was advised that FEMA has received a similar letter from you and would be responding to your request in a timely and appropriate manner.
Federal oversight of radiological emergency planning and preparedness associated with commercial nuclear facilities involves both FEMA and the NRC. Consistent with President Carters directive in December 1979 and the longstanding Memorandum of Understanding (MOU) between FEMA and the NRC, FEMA takes the lead in reviewing and assessing offsite planning and response and in assisting State and local governments. The NRC reviews and assesses the onsite planning and response, and using FEMAs input on offsite preparedness, makes a determination of the overall state of emergency preparedness.
The NRC considers public involvement in our activities to be a cornerstone of strong, effective, and fair regulation of the nuclear industry. I can assure you that the NRC continues to focus on its primary mission, protection of public health and safety, common defense of security, and the environment. We appreciate and share your interest in protecting the citizens who live in communities surrounding the nuclear power plants in the Commonwealth of Pennsylvania.
