Dear Congressman Platts:

On behalf of the U.S. Nuclear Regulatory Commission (NRC), I am responding to your letter of February 23, 2005, to Mr. Dennis K. Rathbun. Your letter forwarded correspondence from a constituent of yours with concerns regarding emergency preparedness for pre-school children within the Commonwealth of Pennsylvania. You included a report from this constituent entitled Emergency Preparedness Survey of Childcare Facilities Located Near Three Mile Island Nuclear Facility. NRC and FEMA had received copies of the survey from your constituent and considered this supplemental information during our review with FEMA. In our February 25, 2005, response to your January 20, 2005, letter, we noted that the NRC is working with the Federal Emergency Management Agency (FEMA) to provide a coordinated response to the concerns of your constituent, and that we would forward you our response.

Attached to this letter is a copy of that response. We have also attached a copy of our response to an earlier letter we received from your constituent. In our letters, we explained that the NRC finds that the state of emergency preparedness at the nuclear power plants in Pennsylvania continues to provide reasonable assurance that adequate protective measures can and will be taken in the event of a radiological emergency. During the upcoming Three Mile Island emergency exercise in May 2005, FEMA will again evaluate the capabilities of the offsite response organizations, including compliance of the plans and procedures with FEMAs protocols contained in GM EV-2, Protective Actions for School Children, in order to determine whether the current State and local emergency plans are adequate and capable of being implemented.

Thank you for bringing this information to our attention. The NRC considers public involvement in our activities to be a cornerstone of strong, fair regulation of the nuclear industry. I can assure you that the NRC continues to focus on its primary mission, protection of public health and safety. We at the NRC appreciate and share your interest in protecting the citizens who live in communities surrounding the nuclear power plants in the Commonwealth of Pennsylvania.
