SUBJECT:

THREE MILE ISLAND, UNIT 1 - ANNUAL ASSESSMENT OF SAFETY PERFORMANCE Ms. Davenport:

I would like to personally invite you and other members of your organization to attend a meeting between the Nuclear Regulatory Commission (NRC) and AmerGen Energy Company in which the NRC staff will discuss with AmerGen our annual assessment of the safety performance of the Three Mile Island (TMI) facility, Unit 1.

The meeting will be held at 7:00 p.m. on April 9, 2003 at the Middletown Borough Hall, Middletown, Pennsylvania and is open to the public for observation. At the meeting, we will briefly discuss our Reactor Oversight Process and then discuss with AmerGen our assessment of their safety performance of TMI, Unit 1 and their response to our assessment. The NRC staff will be available following the meeting to answer questions from you and members of the public regarding the safety performance of TMI, Unit 1 and the role of the NRC in ensuring safe plant operations.

The NRC recently completed its annual assessment of the safety performance of the TMI, Unit 1 in accordance with the NRC Reactor Oversight Process. Our assessment used the most recent performance indicator data and inspection findings from January 1, 2002 through December 31, 2002. We described our assessment results in a letter to the AmerGen Energy Company on March 3, 2003. The letter can be found at:
