[External_Sender] Summary of Jan. 18, 2017 Discussion with Dominion, AREVA and the NRC on MPS2 RLBLOCA Categories: Action Dominion AREVA NRC Dana Knee Elisa Calvo Tone Josh Borromeo Lauren Lopez Andrei Burghelea Rich Guzman Dave Bajumpaa Jerry Holm Brian Mount Rick Williamson Brian Vitiello Gabby Westerlind Jeff Langan Craig sly Wanda Craft On May 25, 2016, Dominion Nuclear Connecticut (DNC) submitted a license amendment request (LAR) for Millstone Power Station Unit 2 (MPS2) that proposed to add the AREVA topical report EMF-2103(P)(A), Realistic Large Break Loss of Coolant Accident (RLBLOCA) Methodology for Pressurized Water Reactors to Technical Specification 6.9.1.8.b, Core Operating Limits Report, which lists the analytical methods used to determine the core operating limits. The LAR is in NRC review.

On January 18, 2017, DNC notified the NRC by telecon that AREVA had identified a minor error in the MPS2 RLBLOCA analysis. This email is a summary of the teleconference where preliminary information was shared with the NRC staff.

EMF-2103(P)(A), Revision 3, page A-32, provides proprietary guidance on the treatment of the form loss coefficient in the hot leg internal junctions. It was discovered that the MPS2 model deviates from the guidance. The specific deviation and the scope of error evaluation to determine the impact were explained to the NRC staff on January 18. The preliminary estimated effect is 0°F on the proposed analysis of record peak cladding temperature of 1615°F that was documented in the LAR dated May 25, 2016.

After formal evaluation by AREVA in accordance with their quality assurance program and notification to MPS2, DNC will follow the process for reporting errors and changes to ECCS Evaluation Models per the requirements of 10 CFR 50.46(a)(3)(iii).
