My name is John Lamb. I am the U.S. Nuclear Regulatory Commission (NRC) Project Manager for Vogtle Electric Generating Plant, Units 1 and 2.

The NRC staff plans to issue amendments to Joseph M. Farley Nuclear Plant, Units 1 and 2 (Farley); Edwin I.

Hatch Nuclear Power Plant, Units 1 and 2 (Hatch); and Vogtle 1 and 2 in the middle of April 2019.

By application dated August 9, 2018 (see attached), as supplemented by letter dated January 31, 2019 (ML19031C836), Southern Nuclear Operating Company, Inc. (SNC, the licensee), requested changes to the Technical Specifications (TSs) for Farley, Hatch, and Vogtle 1 and 2.

The proposed amendments would revise TS 5.2.2.g of each plants TS with equivalent wording, comparable to TS 5.2.2.e in the standard technical specifications (STS). The proposed amendments are based, in part, on Technical Specification Task Force (TSTF) traveler TSTF-258, Changes to Section 5.0, Administrative Controls, Revision 4 (ML040620102). The proposed amendments would eliminate a dedicated shift technical advisor (STA) position at Farley and Hatch by allowing the STA functions to be combined with one or more of the required senior licensed operator positions. The Vogtle units TS change would align the facilities with equivalent wording. The proposed amendments would incorporate wording related to the modes of operation during which the individual meeting the requirements in TS 5.2.2.g is required and provides guidance that the same individual may provide advisory technical support for both units.

Additionally, the proposed amendments would approve the revision to the minimum on-shift staffing tables in the Hatch and Farley annexes associated with the SNC standard emergency plan (SEP) and an accompanying editorial change in the SEP. This proposed change would reduce the total number of required on-shift personnel, which was considered a reduction in the effectiveness of the Hatch and Farley emergency plans (EPs) requiring NRC approval pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Part 50, Section 50.54(q)(4).

If the State of Alabama has comments, please provide the comments by March 29, 2019.
