RE: RE: Acceptance Review - Farley Units 1 and 2 - Adoption of TSTF-500 Rev 2 - EPID L-2024-LLA-0091 Date: Tuesday, July 30, 2024 7:35:00 AM
Good morning Ryan,
Thanks for the question. The estimated hours stemming from the acceptance review are based on the staffs initial review of the LAR as well as estimated review hours from similar reviews previously completed. The actual hours could change due to several factors such as the need for RAIs, hearings, and other complexities discovered during the review. After further review, the staff estimates that that this licensing request will take approximately 500 hours0.00579 days
0.139 hours
8.267196e-4 weeks
1.9025e-4 months
to complete, which is in line with previous reviews. For context, the actual hours to complete the TSTF-500 LAR for Palo Verde was 630 hours0.00729 days
0.175 hours
0.00104 weeks
2.39715e-4 months
, Peach Bottom was 536 hours0.0062 days
0.149 hours
8.862434e-4 weeks
2.03948e-4 months
(two separate TSTF-500 LARS), and Watts Bar was 376 hours0.00435 days
0.104 hours
6.216931e-4 weeks
1.43068e-4 months
.
Ill be sure to coordinate with SNC if there are any additional information needed to help our review of this LAR.
Very Respectfully,

[External_Sender] RE: Acceptance Review - Farley Units 1 and 2 - Adoption of TSTF-500 Rev 2 - EPID L-2024-LLA-0091
Hi Zach,
Thank you for sending the acceptance review. We were a little surprised the 600 estimated review hours. Based on previous precedence (2017 Peach Bottom - 275 estimated review hours) we anticipated closer to 300 estimated review hours. We understand that we updated the RG 1.129 &
IEEE-450 guidance to the latest NRC endorsed and kept our existing RICTs for the DC subsystems, but we did not expect either of these to add significant effort to the review. Do you know if the significantly higher estimate (compared to Peach Bottom) was based primarily on the perceived complexity of Farleys DC electrical system? If so, please let me know if theres anything SNC can provide (e.g., simplified drawings) to assist the NRC in understanding Farleys system.
Ryan

Acceptance Review - Farley Units 1 and 2 - Adoption of TSTF-500 Rev 2 - EPID L-2024-LLA-0091
Wes, By letter dated June 28, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24180A204), Southern Nuclear Operating Company (SNC, the licensee) submitted a license amendment request (LAR) for Joseph M. Farley
- Wes,
By letter dated June 28, 2024 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML24180A204), Southern Nuclear Operating Company (SNC, the licensee) submitted a license amendment request (LAR) for Joseph M. Farley Nuclear Plant (Farley), Units 1 and 2. The proposed LAR would modify Farley, Units 1 and 2, technical specification (TS) requirements related to direct current (DC) electrical systems in accordance with Technical Specification Task Force (TSTF) Traveler TSTF-500, Revision 2, DC Electrical Rewrite - Update to TSTF-360 (ML092670242). Specifically, the proposed amendment would revise TS limiting condition for operation (LCO) 3.8.4, DC Sources - Operating, LCO 3.8.5, DC Sources - Shutdown, and LCO 3.8.6, Battery Cell Parameters. Additionally, a new Battery Monitoring and Maintenance Program is being proposed for section 5.5, Programs and Manuals.
The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this LAR. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an application for an amendment to a license (including the technical specifications) must fully describe the changes requested, and following as far as applicable, the form prescribed for original applications. Section 50.34 of 10 CFR addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed LAR in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review.
If additional information is needed, you will be advised by separate correspondence.
Based on the information provided in your LAR, the NRC staff has estimated that this licensing request will take approximately 600 hours0.00694 days
0.167 hours
9.920635e-4 weeks
2.283e-4 months
to complete. The NRC staff expects to complete this review by June 27, 2025. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager. These estimates are based on the NRC staffs initial review of the LAR and they could change, due to several factors including requests for additional information, unanticipated addition of scope to the review, and review by NRC advisory committees or hearing-related activities. Additional delay may occur if the submittal is provided to the NRC in advance or in parallel with industry program initiatives or pilot applications.
If you have any questions, please contact me at (301) 415-2258, or via email at Zachary.Turner@nrc.gov.
