OF APRIL 20, 2010, MEETING WITH NORTHERN STATES POWER COMPANY - MINNESOTA CORPORATION (NSPM), FORMERLY NUCLEAR MANAGEMENT COMPANY (NMC) AND TRANSNUCLEAR (TN) REGARDING LICENSE AMENDMENT REQUEST FOR THE TN-40HT CASK DESIGN
Background
Northern States Power Company (formerly Nuclear Management Company, NMC) submitted a License Amendment Request (LAR) on March 28, 2008, supplemented August 29, 2008, to amend Special Nuclear Material License No. 2506 and the license Technical Specifications (TS) for the Prairie Island Independent Spent Fuel Storage Installation (ISFSI) in accordance with 10 CFR Part 72 (ML081400652). This amendment proposes to modify the TN-40 cask for storage of high enrichment and high burnup fuel and to reformat the TS. The modified cask design, the TN-40HT, is intended to accommodate higher enrichment and higher burnup fuel.
The TN-40HT is similar in design to the TN-40 with the following major exceptions: 1) dose rate limits; 2) criteria for fuel selection; 3) helium backfill pressures; 4) difference in lid-bolt torque; and 5) fuel basket design, which is similar to the TN-68. The applicant asserts that the differences in the design modifications would minimally impact the existing fuel loading and transfer operations.
Requests for additional information (RAI) were issued on March 24, 2009 (ML090840025), with two enclosures: non-proprietary (ML09084028) and proprietary (ML090840038). The applicant requested an audience with the NRC subsequent to receipt of RAIs. Public meetings with the applicant occurred on May 7, 2009 and June 22, 2009; ADAMS accession numbers for the meeting summaries are ML091670052 and ML092030403, respectively. Responses to the RAIs (ML091910504, dated June 26, 2009) elicited a second RAI (ML093310293, dated November 25, 2009). Inadequate/insufficient responses received by the NRC (ML100210197, dated January 18, 2010) prompted the decision to suspend the technical review. Staff engaged in three telephone conferences with the applicant to clarify the three outstanding issues:
- 1) equivalency for non-ASTM materials used in the TN-40HT cask; 2) adoption of NUREG-6407 classification criteria; and 3) leak testing the entire confinement boundary (including the base metal) during fabrication. ADAMS accession numbers for the conversation records are ML100290300, dated January 27, 2010; ML100470801, dated February 1, 2010; and ML100920077, dated April 1, 2010. The applicant requested a public meeting. The meeting was noticed on March 16, 2010 (ML100750740).
D. Weaver Discussion A public meeting was held on April 20, 2010, between Northern States Power Company -
Minnesota (NSPM) (Xcel Energy), TransNuclear (TN) representatives and NRC staff. The purpose of the meeting was to discuss NSPM preliminary responses to NRC requests for additional information (RAIs) on the TN-40HT license amendment request submitted November 25, 2009 (ML093310293), to which inadequate/insufficient responses were provided by the applicant in their January 18, 2010, letter submittal (ML100210197). The main issues discussed were: TransNuclears use of foreign material standards, Quality Assurance (QA) categories and NUREG/CR-6407, and Helium Leak Testing of base material.
To address the concern with the use of foreign material standards, NSPM proposed that only ASTM/ASME materials be used on important to safety parts. Furthermore, NSPM proposed to revise the Safety Analysis Report (SAR) drawings to remove the note that allows the use of equivalent material standards. Regarding the QA categories, NSPM proposed to adopt the NUREG categories and revise the TN-40HT parts list categories. Lastly, NSPM discussed helium leak testing and proposed to revise the SAR to include the shell base metal, lid plate, and port covers. The NRC staff raised no objections with the proposed responses. NSPM proposed to provide second round RAI responses by May 7, 2010.
The staff did not make any regulatory commitments at the meeting.
