Low Safety Significance Issue Resolution October 17, 2019

LSSIR Background

  • Objective: identify means to enhance NRC internal processes to mitigate situations where an inappropriate expenditure of resources and attention is applied to low safety significant issues
  • Working Group Formed in November 2018.
  • Previous public meetings in March, May and August 2019

Status of LSSIR Effort

  • LSSIR draft recommendations are with the NRR office director for consideration and feedback
  • The LSSIR draft recommendations include:
  • LSSIR placed into IMC-0612 with supporting guidance in IMC-0611
  • LSSIR process will be in the ongoing separate effort to update the technical assistance request procedure (COM-106)
  • A conceptual LSSIR-like process to support forward fit decisions
  • New guidance to assist the licensing basis determination for issues
  • Enforcement manual changes that should support, in part, LSSIR
  • LSSIR has focused mainly on issues that are not clearly within the licensing basis
  • The memo discusses a possible future effort to address low safety significant issues that are within the licensing basis 3
