      • One heat detector installed per pump. RCP pump bearing and motor temperature will be monitored once per hour if the RCP heat detector is inoperable.

e ATTACHMENT 2 Discussion of Change Surry Power Station Units 1 and 2

'Discussion Technical Specification Table 3.21-1, Fire Detection Instruments, is being revised to add 2 smoke detectors to the listing for the Auxiliary Building General Area. The total number shown increases from 12 to 14.

These smoke detectors were added to satisfy the requirements of 10 CFR 50, Appendix "R", to provide fire protection capabilities in the Auxiliary Building 2'-0" elevation in the vicinity of the Charging Pump Component Cooling Water Pumps (l-CC-P-2A, -2B; 2-CC-P-2A, -2B).

These smoke detectors are to be wired into the existing Robertshaw smoke detection panel and will have their own alarm bells. The smoke detectors will constitute their own zone (52).

10 CFR 50.92 No Significant Hazards Consideration Analysis The proposed change does not involve a significant hazards consideration as defined in 10 CFR 50.92. This determination was made using the guidance in Generic Letter 86-03.

The proposed change does not:

1. Involve a significant increase in the probability or consequences of any accident previously evaluated. The change enhances the ability to detect fires in the auxiliary building and limit their consequences.
2. Create the possibility of a new or different kind of accident than previously evaluated. The change does not modify plant design or system operation that could create a different type of accident.
3. Involve a significant reduction in a margin of safety. The addition of two smoke detectors would not result in a reduction of safety.

Safety is increased by providing additional detection capability.
