Dear Mr. Levis:

This report transmits the results of the Senior Reactor Operator (SRO) licensing examinationconducted by the NRC during the period of December 11-18, 2006. This examination addressed areas important to public health and safety and was developed and administered using the guidelines of the "Examination Standards for Power Reactors" (NUREG-1021, Revision 9).Based on the results of the examination, four of the five Senior Reactor Operator applicantspassed all portions of the examination. One Senior Reactor Operator applicant failed the written examination. The applicants were five instant SROs. Mr. D'Antonio discussed performance insights observed during the examination with Mr. Kafantaris on December 15, 2006. On January 16, 2007, final examination results, including individual license numbers,were given during a telephone call between Mr. D'Antonio and Mr. Kafantaris.In accordance with 10 CFR 2.390 of the NRC's "Rules of Practice," a copy of this letter and itsenclosure will be available electronically for public inspection in the NRC Public DocumentRoom or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). These records include the final examination and are available in ADAMS package (Master File - Accession Number ML060800083). SUMMARY OF FINDINGS

IR 05000272&311/2006-301; 12/11-12/18, 2006; Salem; Initial Operator Licensing Examination.Four of five SRO instant applicants passed the examination. The written examinations were administered by the facility and the operating tests wereadministered by three NRC region-based examiners. There were no inspection findings of significance associated with the examinations.

1.REACTOR SAFETYMitigating Systems - Senior Reactor Operator (SRO) Initial License Examination

a. Scope

of ReviewThe NRC examination team reviewed the written and operating initial examination andtogether with Salem Nuclear Generating Station training and operations personnelverified or ensured, as applicable, the following: *The examination was prepared and developed in accordance with the guidelinesof Revision 9 of NUREG-1021, "Operator Licensing Examination Standards for Power Reactors." A review was conducted both in the Region I office and at the Salem plant and training facility. Final resolution of comments and incorporation of test revisions were conducted during and following the onsite preparation week.*Simulation facility operation was proper.

  • A test item analysis was completed on the written examination for feedback intothe systems approach to training program.*Examination security requirements were met.

The NRC examiners administered the operating portion of the examination to allapplicants from December 11-15, 2006

. The written examination was administered bythe Salem training staff on December 18, 2006

b. Findings

Grading and ResultsFour of the five instant SRO applicants passed all portions of the initial licensingexamination.The facility had no post exam comments.

Examination Administration and PerformanceNo findings of significance were identified.

The examiners had one notable observation concerning facility implementation of theemergency plan. During a Job Performance Measure (JPM) for the classification of a steam generator tube rupture scenario, the applicants marked the initial contact message form to indicate "no release in progress," despite the fact that the ruptured steam generator atmospheric relief had been lifting during the event. This was correct 2Enclosureper the guidance on the form, but can result in providing inaccurate information to offsitepersonnel. Discussion of similar issues is contained in NRC Regulatory Issue Summary 2002-16 Current Incident Response Issues.4OA6Exit Meeting SummaryOn January 16, 2007, the NRC provided conclusions and examination results to Salemmanagement representatives via telephone. License numbers for the four of five applicants who passed all portions of their examinations were also provided at time. The NRC expressed appreciation for the cooperation and assistance that was providedduring the preparation and administration of the examination by the licensee's training staff.
