Beaver Valley Power Station, Unit Nos. 1 and 2 BV-1 Docket No. 50-334, License No. DPR-66 BV-2 Docket No. 50-412, License No. NPF-73 Response to Confirmatory Order; EA-06-152 The purpose of this letter is to notify the NRC of the completion of commitments made by FirstEnergy Nuclear Operating Company (FENOC) during an Alternative Dispute Resolution (ADR) meeting between the NRC and FENOC on September 28,2006. On December 19,2006 the NRC issued a Confmatory Order which modified the Beaver . Valley Power Station (BVPS) operating licenses to include the following actions:

1. FENOC will submit an operating experience report to the rest of the industry, via the Institute of Nuclear Power Operations (NO), conveying the lessons learned from the occurrence.
2. FENOC, using a case study format, will provide lessons learned training to engineers at all FENOC nuclear facilities.
3. FENOC will modify NOP-CC-2003 to further c1ariQ the intent of the responsible engineer's signature.
4. FENOC will complete the actions in items 1,2, and 3 by June 30,2007, and will send a letter to the NRC informing the NRC that these actions are complete.

FENOC agreed to send this letter to the NRC within 30 days of completion of all actions.

Beaver Valley Power Station, Unit Nos. 1 and 2 Response to Confirmatory Order; EA 152 Page 2 L-07-093 The following summarizes the actions taken to complete these actions.

1. FENOC provided an operating experience report was provided to the rest of the industry via the INPO Operating Experience system on March 29,2007. 2. FENOC provided lessons learned training using a case study format to qualified personnel, except as noted below, in the accredited Engineering Personnel Training Program required by lOCFR 50.120(b)(ix), at the Beaver Valley, Davis- Besse and Perry plants as well as the FENOC corporate personnel who are also qualified in the Engineering Personnel Training Program at any one of the aforementioned sites. This training was provided by June 19, 2007. There are three individuals (one from Beaver Valley and two from Perry) in the Engineering Personnel Training Program population that are on extended leave due to illness and thus did not participate in the lessons learned training. These individuals will receive make-up case study training after returning to work in accordance with the training program, Completion of the make-up training is being tracked in the corrective action program, 3. Revision 1 1 of NOP-CC-2003 "Engineering Changes" clarified the intent of the responsible engineer's signature to include that all necessary actions identified in the procedural steps have been completed as described.

This revision was effective at the three FENOC plant sites by June 19,2007. 4. Items 1,2 and 3 were completed by June 19,2007. This letter informs the NRC that these items are complete.

Documentation of the completion of the above actions is available for review at Beaver Valley Power Station. There are no regulatory commitments contained in this letter.
