mitigation memo One last thing that might be helpful, while I think of it: Attached is a memo that explains our guidelines for addressing mitigation in EISs for DLR. Please pass this on to other members of the team that might need it. One difference from our past guidelines is that we no longer state whether or not mitigation might be warranted, as mitigation is typically under the control of other agencies.
