Norbert Carte (301) 415-5890 COMPLEXITY in regulations and guidance may be necessary to afford flexibility in design and construction but often comes from layering of new information upon old without regard to overall continuity.

I am behind with revising the IEEE 603 compliance white paper. In the most recent discussion you asked about why the focus of the paper was on Clause 4. At the time, I did not remember, but this morning I found 2the following e-mail. I do not have a response. Did you or Justin send something to TVA Licensing that I did not receive? I'm just looking for clarification as I start the revision.

Discussion with the NRC All: Norbert Carte and I had an informal discussion this afternoon concerning the PAMS design bases question (Matrix Item 213). I requested clarification of the question after reviewing the various Reg Guides and Industry Standards. The proposed results the discussion are summarized below:

1. As previously agreed we will commit the Common Q PAMS to meet IEEE 603-1991. 2. We will not commit the Common Q PAMS to meet Reg Guide 1.153 (endorses 603-1991). 3. We will revise section 7.5 UFSAR discussion of variable types to reflect the fact that some type A variables are required to meet our Reg Guide 1.97 commitment and other type A variables are required to meet TVA operations requirements. 4. We will revise Table 7.5-2 to clearly identify which type A variables are required to meet our Reg Guide 1.97 commitment and which are not. 5. We will prepare a design basis response for the Common Q PAMS using the requirements of IEEE 603-1991 Clause 4.

Note: Items 3 and 4 or some other solution must be agreed on to resolve the disconnect between the FSAR Type A variable definition and the Type A variables identified in Table 7.5-2.

With the exception of item 5 we will review the above items at this Thursday's telecom meeting. Prior to the meeting, please review the items to determine if they are acceptable to TVA. Norbert agreed to do the same with his peers and management at the NRC.
